CH. INSP. NIGEL COLTMAN - CHARACTERS

 

Chief Inspector Nigel Matthew Coltman works for Sussex police at Deer Paddock in Hailsham. He does not like the way the system is abused by military spies, who are willing to frame non-conformists who come up with solutions that their own Q branches cannot devise.

Chief Inspector Nigel Coltman works with DS Harriet Winter, who both work for Wealden and East Sussex County Councils who employ the police officers, that are funded by rate payers taxes.

 

Inspector Coltman has confused thinning blonde/grey hair and is considerably overweight. He works with East Sussex County Council, who, typically cooperate to spy on intelligent, or non-conforming members of the public (deemed activists), who they see as potential political or other home security threats. Such as honest or independent innovators who they cannot bribe. The State prefers to work with corruptible engineers and programmers who they have better control over. They see Jimmy Watson and his father as incorruptible. Making them targets, as in Ant Man, where Pym Technologies had to make their founder a security risk to get rid of him, so that Darren Cross could develop the Pym Particle for illegal purposes, such as industrial espionage.

 

In addition, the police work with other agencies, using anti terrorist powers, anti-money laundering statutes and the criminal justice system to keep track of potential threats to national security, somewhat bending the law in the process. Named 'Noble Cause Corruption' by the courts, and tolerated and even encouraged by MI6. With MAPPA being used to keep track of bank accounts, purchases, travel, and other private information. It is spying on the individual as every police officer is well aware. And told to turn a blind eye. In Nazi Germany such tactics were prevalent, used by the feared and hated Gestapo, in Adolf Hitler's evil regime, aimed at world domination and the elimination of so-called, undesirables in Concentration Camps: Industrial Eugenics. Of which, in the UK there was the Eugenics society (1907-1989) and in the US, The American Eugenics Society (1926-1972).

 

In this case Inspector Coltman is being paid extra bonuses by the MOD as perks and untraceable benefits, and salary rises, promotions etc., and expects to receive further promotion and pension golden handshakes in return for his unwavering cooperation. Though ordered to tow the party line, he is sometimes less than comfortable, being in-effect, forced to break the law, and deny citizens their basic human rights. But, he has spent a lifetime kissing butts and needs the money, let alone the thought of being sacked for blowing the whistle - or even being identified as a potential do-gooder. When, he would become a target herself. You are either in the system and go with the system, or in the words of the Blade Runner's police boss: "You are little people."

 

Secretly, Nigel is against bending the law in this way. He has been ordered to prosecute Johnny Baxter and Jamie Moonlight, to then be able to use these two patsies as informants to reduce their sentences, forcing the two boys to spy on Jimmy and Timothy Watson for the State.

 

This plot involves Field Marshall Sir Rodney Dunbar, who is himself being spied on and used by the CIA's Jack Mason, who is a double agent, working for DARPA and their advanced super soldiers and robotics programmes. A security risk, suspected of selling classified secrets to China and Russia. But as yet there is no definitive proof, such as to prosecute anyone under the Official Secrets Acts.

 

The whole conspiracy falls to pieces when young Jimmy unexpectedly steps in to save Johnny Baxter. Secretly, the Chief Inspector is then pleased to be able to report that Sussex police were unable to trap either of the Hailsham Community College students into becoming abused by the state, and so become their puppeteers for life.

 

Inspector Nigel Coltman is proud of Jimmy, wishing his children would turn out like Master Watson. Like DS Wiinter, he also is looking for employment where he did not have to lie and cheat for a living. It made him feel dirty. He was looking for a way to escape the system, without any comeback on future employment. And was more liable to become a whistleblower, as and when the whistle blowing Acts provided more protections for informants.
